Priority to Make Progress on the Waterfront

Challenges

Most of the challenges facing the Waterfront are due to the complex intergovernmental partnership driving its future. Also, twelve agencies and authorities control land-use activities in the Central Waterfront in addition to the TWRC resulting in confusion and pointing out the need to create clear roles and responsibilities.

In addition, much of the land within the Waterfront Plan’s scope share a history of industrial use which resulted in polluted soil and which require attention to environmental assessment and remediation.  A further challenge has stemmed from a general funding inertia and decreased sense of urgency on the waterfront’s redevelopment which followed the failed Olympic bid in 2001.
